The World Bank, in cooperation with the European Union’s Directorate‑General for Civil Protection and Humanitarian Aid Operations (DG ECHO) and in partnership with the Directorate‑General for Education, Youth, Sport and Culture (DG EAC), is coordinating the Technical Assistance Financing Facility (TAFF) for Disaster Prevention and Preparedness implemented by the World Bank and the World Bank and the Global Facility for Disaster Reduction and Recovery (GFDRR). This work supports the implementation of Action 29 of the EU Preparedness Union Strategy, which seeks to embed preparedness in school education.
The assistance aims to strengthen the evidence base on how disaster preparedness is integrated into early childhood and primary education, through an overview study covering up to 20 case studies from European Union Member States, Union Civil Protection Mechanism Participating States, and selected global comparators. The overarching objective is to inform practical, policy‑relevant guidance at EU level and to support peer learning through the identification and dissemination of good practice.
We invite all interested stakeholders to take part in a written consultation on the draft outputs. Your contribution is essential to ensure that the study accurately reflects national approaches and priorities. The consultation aims to:
- verify the accuracy, completeness, and policy relevance of the draft materials, including the 20 case studies; and
- gather your feedback on the proposed Roadmap, which is part of Annex A.
For your convenience, this consultation package includes:
- a Draft Report including the proposed Roadmap outlining possible orientations for strengthening preparedness in education and the case studies; and
- a Repository of resources useful to implement the roadmap.

Contributions received through this consultation will be used exclusively for the purposes of this analytical work. Feedback will be considered in finalizing the country case study, the Roadmap and the final report.
