Structure and finishes: 30 ideas on how to improve housing policy in Colombia, applicable to the emerging world

This document proposes a methodology for describing the effectiveness of housing policy instruments and demonstrates that, in the Colombian case, there is potential to further improve the depth, progressiveness, cost-effectiveness, and sustainability of several of its policy instruments. Based on these findings, the paper proposes a set of 30 ideas to improve housing policy in the country.
