To
strengthen the disaster preparedness capacity of the Royal Government
of Bhutan (RGOB). This will be achieved by (i) assisting the RGOB in developing a multi-hazard risk decision support system; and (ii) supporting the Ministry of Works and Human Settlement's transformational policy and institutional reforms toward green and resilient infrastructure development. The outputs include (i) consultancy to provide TA for multi-hazard risk assessment; (ii) a literature review on international best practices and lessons learned on policy and institutional frameworks for resilient and green infrastructure; (iii) recommendations on the Draft Construction Bill based on international best practices and lessons learned (report and presentation); (iv) recommendations on the Engineering Council framework based on international best practices and lessons learned (report and presentation); (v) a gap analysis report on the country’s existing construction quality management systems; (vi) recommendations on the Construction Quality Compliance Mechanism (CQCM); and (vii) recommendations on a roadmap for implementing CQCM.
