The objective of the Grant is to support resilient planning and preparedness in Benin. Specifically, the objective will be achieved by providing Technical Assistance including: (i) supporting the development of multi-hazard risk maps in 1 pilot municipality, (ii) review the main territorial/urban development instruments, tools and propose improvements to include climate and natural disaster risks and improve coordination amongst stakeholders, (iii) develop guidelines for simulation exercises, (iv) identify priority intervention to support a national Disaster Risk Financing Strategy, and (v) support the operationalization of the Disaster Response Fund (FONCAT).Expected outcomes include:- improved government's knowledge on risk and risk-informed urban planning instruments- improved government and stakeholders' awareness in climate and natural disaster resilience and capacity to take into account the risks in urban planning and investments- improved preparedness and response capacity of local governments towards climate and natural disaster risks- enhancing institutional arrangements for disaster risk financing in Benin and implement/strengthen some instruments and arrangements
