Building Regulation for Resilience promotes activities that improve a country or cities’ regulatory system for a safer, greener, healthier and more inclusive built environment. The services focus on incrementally strengthening building regulatory frameworks by providing assistance in the following areas:

  • Regulatory assessment: Providing technical support to enhance efficiency and effectiveness of building regulatory frameworks.  
  • Capacity building: Enhancing the capacity of countries to effectively implement building regulatory frameworks and create an enabling environment for compliance
  • Knowledge exchange: Creating partnerships and leveraging global good practices to support countries in driving the right behaviors to build resilience

Building Regulation for Resilience exists because today, in many developing countries, urbanization is happening at a high pace without comprehensive building regulatory frameworks and corresponding capacity to regulate structural and fire safety, energy efficiency and universal accessibility of the built environment. As a result, buildings are susceptible to spontaneously collapsing, generating high energy costs, unintentionally excluding certain populations or becoming damaged or destroyed by natural disasters. In fact, annual expected losses in the built environment resulting from natural disasters are estimated to rise from roughly USD 300 billion to USD 415 billion by 2030 (UNDRR, 2015).

One of the most effective measures for mitigating disaster and chronic risks in the built environment is the implementation of risk-informed building codes. This requires an enabling building regulatory framework that is comprised of a strong legal & institutional foundation as well as public and private sector capacity to promote a safe, green, and inclusive built environment.

Program Description

BRR engagements often begin with policy dialogue to build an understanding of Government objectives for strengthening the regulation of the built environment. This is typically followed by a diagnostic assessment (e.g., the Building Regulatory Capacity Assessment) to examine challenges and opportunities in the existing building regulatory framework and implementation mechanisms. The findings and recommendations of the analysis are validated and discussed among government counterparts so that critical reforms and investments can be prioritized. Once consensus on priority actions has been reached, these interventions can often be strategically integrated as a part of larger disaster risk management (DRM) investments and policy reforms.

This World Bank-GFDRR report, Building Regulation for Resilience: Managing Risks for Safer Cities, outlines the benefits of strong and effective building regulatory frameworks. This report provides a resource to assist policymakers, governments, donor entities, and key private sector players in leveraging good-practice building regulation to underpin risk-reduction strategies. It addresses vulnerability reduction in cities across the developing world and proposes to support disaster-prone countries in implementing effective regulatory reform.

Methodologies

The BRR methodologies aim to support government officials and project managers, including World Bank task team leaders, in assessing building regulatory systems to identify critical gaps and opportunities for building and risk reduction projects and investment planning.

The Building Regulatory Capacity Assessment (BRCA) aims to support cities and project managers working with development agencies by offering a resource to assess building and land-use regulatory systems, and facilitate the collection of critical information about the building regulatory framework in any given city or country. The assessment is designed to offer an effective resource for interventions within a wide range of urban development initiatives in cities of low and middle-income countries. The Urban Fire Regulatory Assessment and Mitigation (Urban FRAME) diagnostic is a new tool designed to assess building fire safety regulatory systems, identifying critical gaps and opportunities for urban fire risk reduction in the built environment.
