Burundi: Flood and Landslide Preparedness to Improve Community Resilience

Context and Objectives 
The development objective of the project is to strengthen the resilience of vulnerable communities through improving flood and landslide risk knowledge, as well as preparedness and emergency response mechanisms.

The specific objectives are:

  • To enhance disaster preparedness at the community level, through more efficient community managed Early Warning and Early Action mechanisms
  • To increase access of communities to actionable weather forecast;
  • To enhance the consideration for disaster risks and climate adaptation in development planning at community and local levels

Main Activities

The conflict in Burundi resulted in a delay in the commencement of the project, but operations have been resumed since January 2017. The Burundi Red Cross (BRC) and the International Federation of Red Cross and Red Crescent Societies (IFRC) are implementing activities that aim to:

  • Improve access to and understanding of weather information though enhanced dialogue between weather scientists and communities;
  • Establish the IFRC’s innovative emergency SMS system to reach thousands of people with fast, reliable and practical emergency warnings and advice;
  • Build the capacity of communities to identify and reduce risks and vulnerabilities within their communities and prepare in advance for disasters;
  • Map assets and infrastructure and support local government and BRC branches to update/develop contingency plans and carry out simulation exercises;
  • Maximize lessons learned from the project by capturing learning and sharing between BRC branches and through the region and the continent.

The project focuses on the six provinces of the cholera belt, targeting communities most vulnerable to and affected by disasters. These communities were identified through ongoing work of the Burundi Red Cross branches and local authority health and disaster records.

Partnerships and Coordination
Burundi Red Cross was the lead implementing agency and involved all technical teams in managing and delivering the project, including the Disaster Management-, WASH-, Health-, Humanitarian Diplomacy-, and Beneficiary Communication departments, with support from the Planning, Monitoring, Evaluation and Reporting unit.
The work was coordinated with the German Development Agency (GIZ) supporting comparable developments in other communities and the Civil Protection General Directorate, the national authority in charge of disaster risk management.
