Mozambique: Rapid Assessment Mission with a Focus on Flood Risk Management

Context and Objectives
In January 2015, a period of significant rainfall affected the northern and central regions of Mozambique causing damaging flooding. The project was designed to support the Government of Mozambique in the assessment of floods’ impacts to population and infrastructures, and in advising towards a sustainable recovery and reconstruction process.
Short term - Preliminary assessment of damages:
- Consultation with Government, the World Bank, the UN, EU, other international partners for damage data verification and management;
- Partnering with international (UNOSAT, Copernicus EMS) and locally-based spatial analysis stakeholders to validate damage information estimated by the government;
- Supporting the national and local authorities for the conduction of field surveys and the development of an assessment report, with particular attention for public infrastructures.
Medium term - Identification of contributions from ongoing projects
- Consultation with Government, the World Bank, the UN, EU, other international: partners, etc., and project implementation units to identify funding opportunities for priority activities.
Longer term - Sustainable recovery and disaster risk management planning
- Development of an action plan for strengthening national capacities for information management and sharing and understanding risks;
- Development of an action plan for enhanced prevention, early warning and emergency response;
- Forward looking action plan for mainstreaming of disaster risk management into future development activities both at national and local levels.
The final report was delivered, and indicates that about 326,000 people were affected 140 were killed; about 30,000 houses 2,362 classrooms and 17 health units were either partially or totally destroyed. 104,430 ha of crops have been lost during the event, impacting 102,000 farmer households. The cost of damages is estimated to be around US$371 million, or 2.4 percent of GDP, and the costs of recovery and reconstruction are estimated at US$490 million.
The report also includes recommendations on risk reduction.
Partnerships and Coordination
The report was finalized on April 12, 2015, as a collaborative exercise involving UN, EU, World Bank and all relevant Departments in the Government of Mozambique. Under the overall leadership of the Government of Mozambique, the project is executed by the World Bank, and engages EU, UN, other relevant development partners and Government institutions in charge of transportation, energy, agriculture, water, sanitation, urban development, urban and land-use planning, sustainable land and water management and disaster risk management.
