The objective is to assist the
Government of Vanuatu to enhance institutional capacities to manage and reduce
disaster and climate risk across relevant levels of government. The grant supports continued technical support for legislative and policy
reforms and enhanced institutional capacity building for the Development Policy Grant with a Catastrophe-Deferred
Drawdown Option (CAT-DDO) in Vanuatu, which was approved in January 2020 and drawn down in April 2020. Component 1 supports the Government to
implement key provisions of the DRM Act of 2019, specifically those related to strengthening
institutional mandates for DRM and CCA and clarifying roles and
responsibilities across levels of government. This includes through support for the work of the Ministry of Climate Change and of Provincial Disaster and Climate Change
Committees (PDCCC) and Municipal Disaster and Climate Change Committees
(MDCCC). Component 2 supports targeted technical
inputs to the Government’s Disaster Recovery Framework, specifically for developing
operational guidelines on emergency procurement, post-disaster public
financial management procedures, and accessing and implementing the use
of various sources of post-disaster finance, including the Government’s
emergency funds. Component 2 has also provided support to GoVanuatu to deliver an Emergency Preparedness & Response Diagnostic and the development of an investment plan.
