The project
objective is to strengthen urban resilience in Vientiane City and enhance the
Government of Lao PDR’s institutional and sectoral agency capacity to advance
on disaster risk management (DRM) policies and practice.

The PDO will be achieved by laying the analytical
foundations for the assessment of risks and development of a flood risk
management strategy through the ongoing Lao PDR Southeast Asia Disaster Risk
Management Project (P160930) and Additional Finance (AF, P170945). Findings from Technical Assistance (TA)
supported by this Grant will inform World Bank and Government of Lao PDR (GOL) flood
risk management investments in the future. In addition, the TA will strengthen
capacity and the policy framework on disaster preparedness and response.
