The objective of this project is to strengthen the disaster preparedness capacity of
the Royal Government of Bhutan. This will be achieved through the (i) development and Piloting of a Multi-hazard Risk
Decision Support System (MHRDSS); (ii) strengthening Hydromet and Agromet Services
Delivery; and (iii) Professionalization of Construction Industry for
Green and Resilient Infrastructure Development. The planned outputs include (i) the development of MHRDSS and formulation of SOPs; (ii) formulation of climate and disaster risk information policy/guidelines; (iii) at least 2 critical sectors having risk information generated through the multi-hazard risk decision support system; (iv) at least 200 public and private users trained on MHRDSS; (v) 10,400km of highways and rural roads inspected and landslides recorded twice in 2022 and 2024; (vi) 11 Gewogs (villages) having access to agromet advisories through the Agromet Decision Support System; (vii) 5 NCHM officials trained on medium-range weather forecasts; (viii) at least 440 farmers trained on climate risks and the use of agromet advisories; (ix) at least 500 private sector construction professionals trained on resilient infrastructure planning and development; (x) at least 4 policies and strategic plans enhanced for disaster and climate resilience, which may include the Draft Meteorology and
Hydrology Policy submitted to the Cabinet for approval; Draft Construction
Bill submitted to the Parliament for approval; Draft Housing Bill
submitted to the Parliament for approval; a framework for Engineering
Council of Bhutan; a framework for Construction Quality Compliance Mechanism; a revised Hydromet Roadmap; Construction Rules and Regulations; draft amendments to the Disaster
Management Act; and the formulation of National Disaster Management and Contingency Plan.The Strengthening Risk Information for Disaster Resilience in Bhutan (P175081) project is funded by the following three Trust Funds:TF0B7349 ($2.3m) by the Pilot Program for Climate Resilience (PPCR);TF0B7443 ($0.47m) by GFDRR's Japan Program; and TF0B7339 ($0.74m) by GFDRR's EU Program. Therefore, the reporting for these TFs is same as the activities are being financed in a joint co-financing arrangement between the three trust funds.
