The proposed TA
will complement the proposed investment interventions under NUGIP by providing
an integrated technical assistance to ULLs with aim of (i) introducing and
streamline standards and guidelines for effective asset management at the city
level, and (ii) conceptualize, prepare and roll out guidelines for design of resilient
urban roads. In this way, the TA will contribute towards safeguarding the
quality and sustainability of infrastructure investments under NUGIP, and
eventually with the potential of rolling out these two set of guidelines at the
national level over time beyond the NUGIP target ULLs, impacting the
substantial investments provided through Government budget and donor financing
across Nepal’s 253 ULLs. The TA will build on analytical work carried out
across all 17 ULLs during the preparation of NUGIP. The TA will be undertaken
with the lead agency the Ministry of Urban Development, as well the Department
of Urban Roads (DoUR), at the Ministry of Transport. This TA will be
complimentary to the TA provided within NUGIP which focuses more broadly on
capacity building of ULL staff in crosscutting issues, including financial management,
procurement, planning, environmental and social safeguards, and
supervision.
