The
overall development objective is to develop the framework to improve the Assam State
capacity in disaster risk management (DRM) and develop DRM plan for adaptation,
resilience and disaster risk mitigation in the Inland Water Transport (IWT) sector. The river Brahmaputra bisects the entire state of Assam
for 891 km and the inland water transport services cater to about 10 million
passengers per year. The state gets high rainfall and annual floods due to its
location in the Eastern Himalayan periphery and water levels in the river rises by about 10
meters during most flood seasons often submerging large parts of river islands,
river banks, ghats (shore landing stations for marine crafts), and river
transport infrastructure, causing considerable disruption in transport
services. The activities planned are (i) Assessment of vulnerability to disaster risks and DRM capacity of Assam State IWT for the development of DRM framework for the Assam IWT sector; and (ii) support the development of tools
for capacity enhancements to manage disaster and climate risks / resilience.
