The principal objectives of the grant-financed technical assistance (TA) are to (a) support the Government of Saint Lucia to better understand disaster risk affecting its public infrastructure; (b) enable the government to use this information for the development of a comprehensive risk reduction strategy, and (c) facilitate the monitoring of risk levels over time. It supports the government to set risk reduction objectives, prioritize risk reduction investments informed by cost-effectiveness, and evaluate risk reduction and risk transfer options against their impact on the country's overall public sector disaster risk. The grant will support Saint Lucia in developing a medium-term risk reduction strategy (‘Vision 2030’) that would prioritize investments based on their contribution to overall risk reduction of the national portfolio of public sector assets.The scope of the TA has been adjusted to also address: resilient urban development including the improvement of services such as the Solid Waste Management System; improvement of critical services such as Water Management, while still focusing on hazard assessment and knowledge sharing. This TA complements ongoing Saint Lucia: Measuring the impact of disaster events on poverty and social vulnerability TA, which is focusing on collecting and analyzing data, enhancing social protection systems and strengthening access to financing for farmers, many of whom, are made more vulnerable to poverty following a disaster.
