The objective was to support
climate smart coastal area development by integrating disaster[1]
and climate risk considerations in relevant policies, plans and investments in Vietnam.
The intermediate objectives were to:

Augment understanding of methods and tools to effectively
integrate disaster and climate risk in coastal area development and strengthen
the framework of integrated coastal area management and designation of setback
lines.

Integrated disaster and climate risk into the development of
coastal area development programs.

Integrate disaster and climate-smart recommendations in the Marine Spatial Plan, inform the implementation of the
forest modernization and coastal resilience enhancement project and the design
of the new sustainable fisheries program[2].

The use of the term “disaster” here references extreme weather events stemming
from a changing climate. The work was not to examine natural hazards and
disasters such as earthquakes or tsunamis. It focused on storm surge and
typhoons and the associated consequences such as erosion and flooding.[2] The intermediate objective was updated to remove "provincial master plan" due to COVID-19 related travel restrictions. However, the national level MSP is expected to inform the provincial plan. The grant under this PASA prepared an MSP framework which included stakeholder engagement and participation process, data management plan, zoning criteria and methods, M&E plan, and implementation strategy.
