The grant will support the Department
of School Education (DSE) and the Government of Nagaland (GoN) to develop a long-term
strategy and action plan for building resilient and more equitable government
schools in Nagaland. The strategy and action plan will inform efficient
large-scale improvement of disaster resilience and quality learning environment
of school infrastructure. It also includes financing mechanisms to scale up the
reforms of school infrastructure and learning environment in Nagaland, towards safer
and learning-oriented school infrastructure that are more resilient to future
shocks. The grant will strengthen the capacity of district and sub-district
officials in the planning and implementation of resilient and equitable schools
agenda, including manage school infrastructure data, implement supervision
mechanisms to ensure quality of upgrading and retrofitting interventions in
schools, identify risks and analyze vulnerability, incorporate disaster
resilience improvement into learning environment upgrades, use cost-efficiency
analysis to improve the efficiency of school investments with maximized outcome
in improving resilience of school infrastructure and school network, and
improve maintenance practices in schools. It will also strengthen the capacity
and engagement of school management committees (SMCs) and school management and
development committees (SMDCs) at schools, in the implementation of
intervention and investment plan and the use of innovative integrated solutions
addressing both the disaster resilience and the learning-oriented environment
of school infrastructure.
