The objective of this project is to provide technical assistance to support the Government of the Commonwealth of Dominica (GoCD) in enhancing resilient reconstruction and recovery planning in the housing sector. The technical assistance aims to advance key elements that are necessary for a successful national housing recovery program. Specifically, it focuses on (i) developing a Management Information System (MIS) that will be used for registration, M&E and compliance monitoring, (ii) providing resilient reconstruction guidance on the ground through hands-on training, adhering to revised building guidelines, to both staff in the Technical Assistance Centers (TACs) and local builders, contractors and artisans, and (iii) developing and completing a transparent project beneficiary selection and identification. The technical assistance will directly contribute to the implementation of the US 40 million World Bank financed Housing Recovery Project (HRP) and all other housing recovery initiatives mentioned above. It would assist in ensuring an adequate and transparent project beneficiary selection and it would support record keeping, compliance and monitoring of the recovery activities through the MIS. Additionally, the grant activities would strengthen the advisory services on reconstruction, to the Government, homeowners and those involved within the construction and engineering disciplines.
