The proposed project
development objective is to (i) strengthen national capacity for managing water
security, and (ii) advance the increased adoption of priority water security
measures, improve watershed management and access to water in Morava e Binces
proposed project will focus on following activities:Component 1: Partial dam operation improvement
and safety project (DOISP - $100,000)This component will focus on the
following activities that represent the first steps of a DOISP: 1) Data
collection and census of existing dams (register of dams); 2) Consequence
assessment and Hazard classification; 3) Portfolio Risk Assessment of High
Hazard dams; and 3) Potential Failure Modes Analysis (PFMA) workshops at
selected priority dams led by international dam safety experts.Expected outputs: -

planning for dam owners ($50,000)This component will support
assessment and planning of emergency action plan development for dam owners. Basic
understanding of dam failure risks should be obtained from outcomes of
consequence assessment and portfolio risk assessment conducted from component 1.
This will explicitly include an assessment of the institutional arrangements
governing dam safety as well as protection and disaster response for downstream
communities, as well as an institutional capacity enhancement plan and an
engagement plan with at-risk communitiesExpected outputs: A roadmap for
developing a comprehensive emergency action plan for dam owners will be
developed.Expected intermediary outcomes:
Emergency action plan for dam owners developed.

Timelines: This activity will be
implemented in parallel with component 1, and three to four months would be
needed to conduct the assessment and development of road map.
