The project development objective (PDO) is to strengthen flood resilience in Siem Reap City, Cambodia, by laying
the analytical foundations that will enable the assessment of risks and identification
of options for risk-informed urban planning and improved flood risk management,
with the view to subsequently develop a long-term flood risk reduction menu of
options that will contribute to improving the lives of the residents of Siem
Reap and surrounding areas.

The PDO will be achieved through the
supporting a training series on the use of a Digital Elevation Model (DEM) and
the consolidation of studies on flood risk (historical and modelled). The
consolidation of studies will strengthen understanding of the flood risk in
Siem Reap and help identify gaps in our understanding of the risk, and lay the
groundwork for conducting detailed assessments that can be used for
identification and prioritization of hard and soft investments for flood risk
reduction in subsequent phases of this work. Desktop reviews of urban
development trends in Siem Reap, financing mechanisms and existing
institutional arrangements for flood risk reduction and identification of impacts
on gender inequality, if any, will also be undertaken to identify gaps and
