The objective is to support the Paraguay National and Asuncion City Governments to strengthen the analytical and institutional capacity to enhance Asuncion's urban resilience by improving flood risk management, particularly in the Bañados of Asuncion (Paraguay River floodplains).The technical assistance is organized under three components. These components will (i) assess and update Asuncion’s Coastal Strip Master Plan (PMFC) identifying and prioritizing key structural and nonstructural interventions through a decision support system (DSS) platform; (ii) support the cross-institutional coordination and collaboration mechanisms, and explore governance schemes to facilitate the decision-making process across the different stakeholders; and (iii) propose an integral urban project in a priority area to increase resilience.
