Africa, Caribbean, and the Pacific: Recovery Framework Guide Roll Out

Context and Objectives

This project supported the roll-out of a Disaster Recovery Framework (DRF) Guide in all ACP countries. It also entailed specific trainings on DRF and PDNA methodologies targeting international/regional organizations as well as government officials in ACP countries.

Main Activities

The project funded or co-funded three different types of capacity-building activities, described below:

  • Regional training of trainers and individuals: This activity has developed the regional capacities of ACP countries to establish DRFs, notably through training of trainers at regional level.These regional training sessions were held in partnership with the regional economic communities or other relevant regional entities of the ACP countries.
  • Capacity-building programs at the national level: This activity supported ACP countries with a strong interest and commitment to resilient recovery.
  • Online Learning Module for the DRF Guide: This module was being developed to complement the DRF Guide training with an easy-to-use online tool.

Results

Over the course of the project, a total of 761 people were trained, including 115 women, on PDNA and DRF methodologies. 

In addition, a revised and updated version of the Disaster Recovery Framework (DRF) guide that was originally issued in 2015 has been published in March 2020. The guide is intended as a practice-based, results-focused tool to assist governments and partners in planning for resilient post-disaster recovery following a large-scale disaster. It provides key planning and decision-making processes for the development of recovery policies and programs. It is intended primarily for stakeholders involved with preparedness, planning and management of recovery and reconstruction activities within government systems.

The updated DRF guide provides new and improved examples of recovery experience, focusing on results. Two new areas have been added, one focusing on the specificities of disaster recovery at the local level, and one on recovery in conflict and post-conflict contexts.

Partnerships and Coordination

GFDRR worked closely with UNDP and the EU, both at headquarters and in the relevant Delegations, on the implementation of the project.
