Outcomes from the Informal Donor Dialogue on DRM Results Harmonization, London, July 11-12, 2011

At the 10th CG meeting in Geneva on May 9th, 2011, it was agreed that the GFDRR Secretariat will continue the on-going dialogue with donors to develop a shared and common understanding of the development and operationalization of the DRR results agenda.  In this connection, a 1.5 day informal results dialogue of GFDRR partners,  was arranged by GFDRR and hosted by DFID’s Humanitarian and Disaster Risk Policy Group, at London, on 11-12th July 2011.  Approximately 20 representatives from GFDRR, United Nations and donor organisations participated in the dialogue. 

The broad objective of this informal dialogue, which was not meant to be a decision meeting,  was to exchange experiences among GFDRR partners on global and country level results measurement  on disaster risk management (DRM). The meeting also included presentations from  ALNAP(Active Learning Networks for Accountability and Performance in Humanitarian Action, UNISDR–UN International Strategy for Disaster Reduction, and GFDRR. 

The meeting discussed various improvements to the GFDRR results model such as simplifying and focussing on key results and intermediate outcomes, and complementing the quantitative results analysis with robust qualitative analyses (e.g., ‘stories’ of the impact of DRR on beneficiaries). It was also agreed that greater emphasis is needed on communicating results clearly and in ‘plain language,  for it to be more useful to all key stakeholders, including parliaments, officials and the general public also. 

The meeting also agreed that greater harmonization of DRM results at the country level could bring several benefits, such as: (a) better convergence at the country level around DRM outcomes/results and priorities; (b) improved aid effectiveness, increased likelihood of achieving development outcomes and better communication of these to key constituencies; (c) a structured system to enable countries and regions to systematically provide information against HFA indicators, and; (d) a robust and comprehensive results measurement system at the country level that helps to better prioritize interventions and resource allocation towards an effective vulnerability reduction agenda. 

The meeting concluded with a general agreement that GFDRR will strengthen its results management system, specifically in generating qualitative assessments (‘stories’) on the positive impacts of (DRR) to complement the excellent quantitative analysis available from the RMS. GFDRR and its partners will also collectively engage governments, in priority pilot countries, on the use of common results frameworks for DRR interventions at the country level, which integrate the programs of government agencies, donors and civil society and use harmonized results/outcomes.
