GFDRR-assisted Haiti PDNA Leverages US $9.9 billion for Post Earthquake Recovery and Reconstruction

April 05, 2010 -  After the earthquake of January 12, 2010 that caused tremendous damage and losses in Haiti and affected all sectors of its society, the Government of Haiti (GOH) requested support from the international community to conduct a Post Disaster Needs Assessment (PDNA) that would provide a basis for the development of a national recovery plan. The PDNA commenced on February 18, 2010 and was led by the GOH with the World Bank/GFDRR, European Union (EU), United Nations (UN), and Inter American Development Bank (IaDB) acting as coordinating partners. The PDNA assessed the physical damage and the economic losses at a total of US $7.9 billion, equivalent to 120% of the national GDP. It also projected the needs for immediate, medium term and longer term recovery and reconstruction at a total of US$11.5 billion. A draft PDNA report was presented to the international community in a technical meeting in Santo Domingo on March 16-17, 2010.  The PDNA report subsequently served as the background document for the National Reconstruction Plan of Haiti that was discussed at the Donors' Conference in New York on March 31, 2010, where over 150 countries and international organization gathered in support of the people and Government of Haiti and pledged one of the highest post-natural disaster aid packages: US$9.9 billion over the next three years and beyond by 59 Countries and international organizations.
