This step-by-step guide for city self-assessments challenges policymakers to think seriously about the resources needed to combat climatic and other natural disasters and the potential effects of unexpected disaster. The primer was developed in collaboration of ISDR, the World Bank, and GFDRR. The primer helps local governments in East Asia better understand the concepts of climate change and natural disasters; how climate change consequences contribute to urban vulnerabilities; and what is being done by cities in the region and worldwide to learn, build capacity, and invest capital to promote sustainable, resilient communities. The primer is being implemented in several cities in Vietnam, Indonesia, the Philippines, and other countries.
