World Bank’s Quick Reaction Team (QRT)
The World Bank’s QRT was established in 2007. It comprises qualified and experienced World Bank staff able to provide rapid assistance to disaster-affected nations. It is capable of mobilizing within 72 hours and become operational within 96 hours of the occurence of disaster. QRT members work in close collaboration with other international teams deployed for post-disaster needs assessments. QRT members provide technical assistance and expertise for assessing post-disaster damage, loss and needs and for formulating recovery and reconstruction plans and strategies. QRT helps in the implementation of the World Bank’s policy of rapid response to crises and emergencies. It is managed by the Track III team.

Standby Recovery Team (START)
GFDRR supports the creation of START as a small, mobile roster of World Bank, UN, donors' staff and professional experts who are highly experienced in post-disaster damage, loss and needs assessments and recovery planning. Members of the team will be on standby to be deployed to requesting governments of disaster-affected nations to facilitate development of a transitional recovery framework in the post-humanitarian aid phase. START provides specific technical assistance, assessment expertise, and institutional knowledge to promote collaboration and coordination during the assessment and planning phases to minimize overlap and maximize recovery investments.
