The Results-Based Management System (RBMS) is an intranet application and tracking system that allows for interactive, up-to-date assessment of the effectiveness of GFDRR in contributing to disaster risk reduction. Each project corresponds to an appropriate Hyogo Framework for Action (HFA) priority area in terms of its primary nature (shown below). The RBMS links project inputs and outputs—through a set of outcomes—to respective HFA priority area.
| HFA Priority | RBMS Primary Nature |
| 1. Ensure that DDR is a national and local priority with strong institutional basis for implementation | Institutional Capacity and Consensus Building for DRR (includes Advocacy and Training). |
| 2. Identify, assess and monitor disaser risks and enhance early warning | Disaster Risk Assessment and Monitoring |
| 3. Use knowledge, innovation and education to build a culture of safety and resilience at all levels | Knowledge and Capacity Enhancement for Disaster Risk Reduction |
| 4. Reduce the underlying risk factors | Disaster Risk Reduction and Risk Financing for Sustainable Development |
| 5. Strengthen disaster preparedness for effective response at all levels | Desaster Preparedness and Sustainable Recovery |
At the core of the RBMS is a list of indicators that have been developed with following guiding principles:
- To better reflect the range of activities that GFDRR has undertaken across its three tracks;
- To make the indicators more representative of DRR mainstreaming both at the macroeconomic and sector levels;
- To make the set of indicators aligned with indicators that are agreed upon internationally (as published in Indicators of Progress: Guidance on Measuring the Reduction of Disaster Risks and the Implementation of the Hyogo Framework for Action; UNISDR; 2008);
- To effectively link GFDRR project inputs and outputs—through the outcomes—to respective HFA priority.
The existing RBMS is being further strengthened with an enhanced Results Framework and will incorporate a robust Monitoring & Evaluation module. The new version will also be fully accessible on the external website.
