Global and Regional Partnership - Track I

Through Track I, GFDRR responds to disaster risk reduction needs at the global and regional levels in accordance with the Hyogo Framework for Action (HFA) priorities. The Track I service line is jointly run by the World Bank and the UN International Strategy for Disaster Reduction (ISDR)—with US$ 5 million per year in funding from the World Bank’s Development Grant Facility—to ensure the broad involvement of governments, the UN, multilateral development banks, regional organizations, and civil society partners.

The key objectives are:

  • To enhance global and regional advocacy, strategic partnerships, and knowledge management for mainstreaming disaster risk reduction;
  • To promote the standardization and harmonization of hazard risk management tools, methodologies, and practices.

These activities leverage Track II country programs for ex-ante investment in prevention, mitigation, and preparedness activities—particularly in high-risk, low- and middle-income countries.


Financial Structure
Funds for Track I activities are provided by The World Bank's Development Grant Facility (DGF), which has contributed $5 million each year since FY07. 
Partnership: International Strategy for Disaster Reduction (ISDR)

The International Strategy for Disaster Reduction (ISDR) is a system of partnerships to generate and support a global disaster risk reduction movement to reduce risk to disasters. The ISDR system aims to integrate disaster risk considerations into sustainable development policies, planning, programming, and financing at all levels of government. It is a system made up of governments, intergovernmental and non-governmental organizations, international financial institutions, technical bodies, networks, and civil society organizations—all of which have important roles to play in disaster risk reduction (DRR). The Hyogo Framework for Action serves to guide the system as a whole on what needs to be done to reduce disaster risks. The UN Under-Secretary-General for Humanitarian Affairs provides oversight and ensures coherence of the system, with the support of the ISDR Secretariat.

The ISDR’s Global Platform for DRR is the main global forum for continued and concerted emphasis on disaster reduction. The first two forums were held in June 2007 and June 2009 .
