With funding from the World Bank’s Development Grant Facility, the UN International Strategy for Disaster Reduction (ISDR) Secretariat manages the Track I work program in close cooperation with regional organizations. Track I supports ISDR’s global and regional processes to enable leveraging country resources for ex-ante investment in prevention, mitigation, and preparedness activities—particularly in low and middle-income countries—in accordance with the Hyogo Framework for Action priorities.

The key objectives are:
1. To enhance global and regional advocacy, strategic partnerships, and knowledge management for mainstreaming disaster risk reduction
2. To promote the standardization and harmonization of hazard risk management tools, methodologies, and practices
These activities leverage Track II country programs for ex-ante investment in prevention, mitigation, and preparedness activities, particularly in high-risk, low- and middle-income countries.
Financial Structure
Funds for Track I activities are provided by The World Bank's Development Grant Facility (DGF), which has contributed $5 million each year since FY07.
